China's lithium-ion battery exports alone reached USD 76.8 billion in 2025 (+26% YoY) and its static-converter / charger exports (HS 8504.40) added another USD 8–10 billion, with EU taking ~40% of batteries and Southeast Asia/Europe leading chargers. PLS Precision does not manufacture cells or power electronics, but we connect buyers with vetted cell, pack, and adapter factories, handle UN 38.3 / IEC 62133 / GB 31241 compliance, and pair every battery or power-supply order with CNC-machined enclosures, BMS brackets, heat sinks, and sheet-metal housings from our parent Sinbo factory — so one supplier covers the electrical and the mechanical side.
China's battery and power-supply export footprint in 2025 is one of the largest in any industrial category. Lithium-ion battery exports alone reached USD 76.8 billion in 2025, up 26% year-on-year, on 46.79 billion units (+19.5% volume) (China Chemical & Physical Power Sources Industrial Association / China Customs, 2025 full-year). When you add the "new three" (NEVs + lithium batteries + solar PV), the combined export scale was 1.28 trillion yuan (~¥), up 28% from 2024 and 3.5× the 2020 baseline (China Customs spokesperson release, 2026-01). Power supplies overlap but sit under a different code: static converters and chargers (HS 8504.40) added roughly USD 8–10 billion in 2025, with battery-chargers representing 30–40% of that value (IndexBox, 2026).
Inside the lithium-battery export, power cells dominate: 2025 power + ESS export volume reached 305 GWh, +50.7% year-on-year — power batteries 189.7 GWh (+41.9%), ESS batteries 115.3 GWh (+67.9%) (CIAPS – China Industrial Association of Power Sources / China Automotive News, 2026-03). LFP (lithium iron phosphate) is now the dominant chemistry, accounting for 81.2% of all China EV-battery installations (625.3 GWh in 2025) thanks to safety, cycle life, and a cell price that has fallen to USD 80–90/kWh. The market is geographically concentrated: Guangdong (USD 19.86 billion, 25.9% of national exports), Fujian (USD 18.28 billion, 23.8%), and Jiangsu (USD 9.85 billion, 12.8%) together ship over 62% of China's lithium batteries.
We don't manufacture cells or finished power electronics. What we do is connect buyers with vetted OEM factories and pair every electrical order with the precision metalwork it depends on:
China's battery and power-supply supply chain is fragmented by product type, not by province. Knowing which cluster fits your product is the difference between a 4-week and a 16-week lead time:

PLS Precision is based in Dongguan — 1 hour from Shenzhen, 1.5 hours from the Foshan/Zhongshan lighting-and-charger cluster — which is the densest pocket of finished-product assembly for chargers, power banks, and pack integration. Fujian, Hubei, and Sichuan cell factories are reached by air (3 hours) or via Shenzhen/Yantian port for sea freight.
Factory-direct pricing from China is 30–50% below equivalent South Korean or Japanese cells/packs, with low MOQs and fast sample turnaround. Indicative FOB price ranges (USD per piece or kWh) from 2025–2026 Alibaba, Made-in-China, and verified factory quotes:
| Product | FOB Price Range (USD) | Typical MOQ |
|---|---|---|
| 21700 NMC cell (5000 mAh, grade-A) | $2.20 – $3.80 | 5,000 pcs |
| LFP prismatic cell 280 Ah (grade-A) | $55 – $95 per cell (~¥) | 100 cells |
| 1 kWh residential ESS pack (LFP, 51.2 V) | $130 – $220 | 20 packs |
| 5 kWh wall-mount ESS (with BMS, IP65) | $700 – $1,150 | 10 sets |
| 100 kWh C&I ESS cabinet (LFP, liquid-cool ready) | $18,000 – $30,000 | 1 cabinet |
| Portable power station 1000 Wh (LiFePO4, 1500 W AC) | $230 – $420 | 100 units |
| 65 W GaN USB-PD wall charger (EU/US plug) | $4.50 – $11.00 | 500 pcs |
| 100 W USB-C GaN laptop charger | $8.00 – $18.00 | 500 pcs |
| 30 W dual-port car charger (PD + QC) | $2.50 – $6.00 | 500 pcs |
| 120 W multi-port car charger (GaN) | $8.50 – $18.00 | 500 pcs |
| 24 V 10 A DIN-rail industrial PSU | $22 – $55 | 200 pcs |
| 3 kW string solar inverter (single-phase, 2 MPPT) | $140 – $260 | 50 pcs |
The price spread within a single product is 1.5–3×, driven by four factors: cell grade (grade-A fresh cells vs. B-grade or repurposed; 30–60% premium for grade-A), chemistry (LFP is cheaper per kWh than NMC; LFP at $80–90/kWh cells vs. NMC at $110–130/kWh), certification level (UL 1973 / IEC 62619 / UN 38.3 certified packs cost 15–25% more than uncertified equivalents but are what clears your customs and your customer's audit), and BMS quality (active balancing + Bluetooth/CAN monitoring vs. passive balancing only). A 20–35% gross margin is realistic on cell and pack orders once inspection, transport-classification work, and freight are included — which is why the cheapest Alibaba quote is almost never the cheapest landed cost.
Batteries and power supplies carry the highest regulatory and physical-risk profile in this sourcing category. Five risks that catch importers off-guard:
Our checks on every battery and power-supply order:
Three structural advantages, plus the honesty to say what we don't do:
What we will not do: we don't relabel a B-grade cell as grade-A, we don't ship a pack without a verified UN 38.3, and we won't promise a 5-week lead time on a 1 MWh ESS rack when the cell maker is at 12 weeks. The honesty costs us some deals; it saves our clients a lot more.
Lithium cells and packs add 2–3 weeks of paperwork and routing constraints that commodity cargo doesn't face. Practical planning points:
| Product | Sample Lead Time | Production Lead Time | Shipping Constraints |
|---|---|---|---|
| Standard 18650 / 21700 cells (stocked) | 5–10 days | 15–30 days | UN 38.3 mandatory; sea/air DG surcharges $0.30–$1.20/kg |
| LFP prismatic cells (made-to-order) | 10–20 days | 30–75 days | UN 38.3; sea-freight IMDG; large cells may need special approval |
| Battery packs / portable power stations | 10–20 days | 30–60 days | UN 38.3 + MSDS; air possible for <100 Wh units only |
| Residential / C&I ESS | 15–30 days | 45–90 days | Sea-freight IMDG; large cabinets may need 20' DC or 40' HC |
| Power adapters / GaN chargers | 7–15 days | 20–45 days | No DG; standard sea/air; e-commerce-friendly |
| Industrial PSU / inverters | 10–20 days | 30–60 days | No DG; sea-freight friendly; high-power inverters may be heavy |
A 20–35% gross margin is typical on this category once DG logistics, compliance verification, and freight are accounted for. Above that, pricing becomes hard to defend against the next importer who is willing to skip the paperwork — and below it, you can't fund the verification work that protects your shipment. We help you find the middle.
No. PLS Precision is a buyer-side sourcing partner, not a cell or adapter manufacturer. We connect you with vetted OEM factories (CATL, EVE, CALB, Gotion tier-1/2 for cells; specialized pack-assembly, adapter, and inverter factories in Shenzhen, Dongguan, Suzhou, and Hefei) and handle the coordination work: supplier selection, factory audit, spec confirmation, in-line and pre-shipment inspection, UN 38.3 / IEC 62133 / GB 31241 / UL 1973 compliance verification, and DG-shipping documentation. What we do manufacture — at our parent Sinbo factory — is the metalwork around the cells and electronics: aluminum battery trays, BMS mounting brackets, skived-fin heat sinks, ESS cabinet panels, and IP-rated sheet-metal enclosures.
MOQs vary by product. Standard stocked cells (18650, 21700): 1,000–5,000 pcs. Made-to-order LFP prismatic cells: 100–300 cells. Battery packs and portable power stations: 50–200 units. Power adapters / GaN chargers: 500–2,000 pcs. Industrial PSU and inverters: 50–200 pcs. Lead times: samples 7–20 days, production 30–75 days depending on whether the cell is stocked or made-to-order. ESS cabinets (100 kWh+) need 45–90 days. Sea freight adds 30–45 days; air freight for non-DG items takes 5–7 days, but most battery items require dangerous-goods handling that adds cost and lead time.
Every lithium shipment we coordinate comes with a verified UN 38.3 test summary, an up-to-date MSDS, and a correct UN number (UN3480 for lithium cells, UN3481 for lithium-ion packs, UN3090 / UN3091 for lithium-metal). Sea freight is booked under IMO IMDG rules; air freight follows IATA DGR (most consumer cells/packs with watt-hour ratings outside airline limits are blocked from passenger flights and must go via cargo with a Shipper's Declaration for Dangerous Goods). We pre-classify every battery shipment, arrange DG-cargo booking, and apply the correct Class 9 hazard labels. We do not ship lithium cells by courier (DHL, FedEx, UPS) without the appropriate lithium-packing certification (PI 967–PI 970 sections II), and we will refuse to misdeclare a shipment to save on freight — because a customs seizure or a fire costs infinitely more.
For cells and packs: UN 38.3 (transport, mandatory globally), IEC 62133-2 (EU, Japan, Korea), UL 1973 (US stationary), UL 2054 / UL 1642 (US consumer/cell), GB 31241-2022 (China portable), IEC 62619 (industrial), GB/T 36276 (China ESS). For power stations: UL 2743 (US), CE-RED + EN 62368-1 (EU), RCM (Australia), PSE (Japan). For adapters / chargers: UL 62368-1 / ETL (US), CE-RED + EN 62368-1 + EN 55032 (EU), FCC Part 15B (US EMC), DOE Level VI / EU CoC Tier-2 (energy efficiency), KC (Korea), BIS (India — 4–8 month queue, USD 3,000–8,000/model fee). For ESS systems: UL 9540, IEC 62619, GB/T 36276, CEI 0-21 (Italy), G99 (UK). We verify every certificate number against the issuing body's database, because certificate fraud — borrowed, edited, or expired — is a known risk in this industry.
We run three checks on every cell batch. Capacity test: full charge-discharge cycle at C/2 rate on a statistical sample (n≥30 cells from each batch); actual capacity must be within ±2% of label. Internal resistance (ACIR): measured at 1 kHz AC; outliers >1.5× the batch mean are flagged. Visual & barcode: cell body printing, QR / data-matrix code, and date code traced against the manufacturer's shipping manifest. For high-risk orders (large ESS racks, e-mobility packs), we also do a hot-box test (70°C, 4 h, no thermal runaway) and a nail-penetration test on a small sample. B-grade and recovered cells typically show 10–30% capacity shortfall and 2–5× the normal internal resistance — both are easy to catch with the right equipment.
Yes, and that is the structural reason our parent Sinbo factory exists. Battery-pack and ESS buyers almost always need metalwork — aluminum battery trays, BMS mounting brackets, ESS cabinet panels, skived-fin heat sinks for inverters, IP-rated sheet-metal enclosures. We pair the cell/pack/charger order with CNC machining and sheet-metal fabrication from Sinbo, with one quality standard, one inspection regime, and one shipment. Typical combinations: LFP prismatic cells + Sinbo-machined aluminum tray + Sinbo-stamped cabinet panel; portable power station + Sinbo-CNC heat sink + sheet-metal chassis; GaN charger OEM + Sinbo-CNC test fixture for QA. This combination is unusual among Chinese trading companies and is one of our strongest value-adds.
The common structure is 30% deposit with 70% balance against pre-shipment inspection report (B/L copy for sea, AWB for air). For larger orders (ESS racks, OEM private-label orders), we recommend Alibaba Trade Assurance escrow or a confirmed irrevocable L/C at sight. Pre-shipment inspection is part of the standard flow — we do not release the balance payment until the goods have been visually inspected, function-tested on a statistical sample, and the MSDS / UN 38.3 / CoC paperwork is in hand. For new suppliers, we also recommend a trial order of 5–10% of the intended volume before the full production run.
Three live policy risks. (1) US Section 301 tariffs: lithium cells (HS 8507.60) and chargers / static converters (HS 8504.40) face stacked duties; the US has applied additional Section 301 surcharges on Chinese cells, and 7.5% Section 301 has been in place on chargers since 2019. (2) US-China battery decoupling: exports to the US fell from USD 15.3 billion in 2024 to USD 11.9 billion in 2025 (–22% YoY, –24% on unit price); the EU overtook the US as the largest market (~¥ 40% of China's lithium exports). (3) China VAT export-rebate cut: from 2026-04-01, the battery export VAT rebate drops from 9% to 6%, and is fully cancelled from 2027-01-01 — expect Q1–Q2 2026 to be a "rush-export window" that will stretch cell lead times. We flag HS codes, duty stacking, and rebate timing before you commit, so your landed cost is realistic.
