China produced 40.87 million tons of stainless steel in 2024 — 63.7% of world output — and its pipe clusters in Wenzhou, Foshan, and Huzhou supply everything from commodity 304 welded tube to nuclear-grade seamless. PLS Precision sources stainless pipes and tubes mill-direct with material verification (PMI), EN 10204 3.1 mill certificates, and in-house cutting, bending, and CNC finishing at our Dongguan factory.
China is the undisputed leader in stainless steel: 40.87 million tons produced in 2024, about 63.7% of global output. The pipe and tube segment is equally dominant — seamless and welded stainless pipe from Wenzhou, Foshan, and Huzhou serves oil & gas, food processing, pharma, water, and construction buyers worldwide.
Wenzhou Longwan is China's stainless seamless pipe capital (Tsingshan group), Foshan leads welded and decorative tube, and Huzhou (Jiuli, Yongxing) supplies high-end seamless for energy and nuclear. Each cluster offers 100+ certified pipe mills.
304 seamless pipe FOB runs $1,100-2,350/t depending on size and wall; welded 304 from $1,050/t. Equivalent European mill product typically costs 30-50% more — the gap that keeps global buyers coming back despite trade barriers.
Hot-rolled, cold-drawn, and cold-rolled seamless; ERW/TIG welded; sanitary polished tube (Ra 0.4 µm); large-diameter welded (up to 2,000 mm); duplex and super-austenitic grades on mill order.
Export reality check: 2025 stainless exports rose only +0.3% under 17 new anti-dumping investigations (cold-rolled coil, seamless pipe, welded pipe), with Q1 “rush exports” ahead of US tariffs hitting a record 1.226 million tons (+15.5% YoY) before Q2 declined (cdgtw.net, Jan 2026).
Four clusters dominate China's stainless pipe industry, each with a clear specialty:
| Cluster | Specialty | Scale |
|---|---|---|
| Wenzhou Longwan (Zhejiang) | Seamless pipe & tube, fittings; Tsingshan group upstream | China's stainless pipe capital; 1,000+ pipe enterprises |
| Foshan (Guangdong) | Welded pipe, decorative tube, color-coated sheet; trade & processing hub | Largest welded/decorative tube base; 1,000+ mills |
| Huzhou (Zhejiang) | High-end seamless: energy, nuclear, heat-exchanger tube | Jiuli, Yongxing — global leaders in specialty tube |
| Dainan, Xinghua (Jiangsu) | Bar, wire, and small-diameter tube; raw material trading | Stainless “Capital of Bars”, thousands of processors |
| Ningbo (Zhejiang) | Precision strip, fittings, and instrumentation tube | Baosteel Ningbo base; export port cluster |
Sourcing tip: commodity 304/316 welded pipe and decorative tube — Foshan; seamless and pressure-rated pipe — Wenzhou or Huzhou; sanitary/pharma tube — Huzhou or Wenzhou with 3.1 certificates; small diameters and fittings — Dainan.
Stainless pipe pricing is driven by nickel (LME) plus the grade, process, size, and surface finish. Ranges below combine Alibaba/Made-in-China listings and Chinese market quotes (2025-2026):
| Product | Specification | FOB Price (USD/t) |
|---|---|---|
| 304 seamless pipe | ASTM A312 / GB/T 14976, 1/4"-24", Sch10-80 | $1,100 – $2,350 |
| 316L seamless pipe | ASTM A312, 1/2"-12", Sch40 | $2,100 – $3,600 |
| 304 welded pipe | ASTM A312 / EN 10217-7, round, 100% X-ray optional | $1,050 – $1,600 |
| 316L welded pipe | ASTM A312, round, sanitary finish optional | $1,700 – $2,800 |
| Sanitary tube | ASTM A270 / DIN 11850, 304/316L, Ra ≤ 0.6 µm ID polish | $1,600 – $2,600 |
| Decorative tube | 304, 201, round/square/rectangular, brushed or mirror | $1,000 – $1,300 |
316L runs roughly 35-45% above 304 (molybdenum content). Small diameters and thin walls carry the highest per-ton processing cost; large orders of standard sizes get the best rates. Prices move with LME nickel — PLS quotes within 24 hours of your spec sheet.
Specify the design standard, grade, and surface finish explicitly — they determine price and compliance. The most requested standards from international buyers:
| Standard | Scope | Typical Use |
|---|---|---|
| ASTM A312 | Seamless and welded austenitic pipe | General industry, chemical |
| ASTM A270 | Sanitary tube, polished ID | Food, dairy, beverage, pharma |
| ASTM A554 | Welded decorative/mechanical tube | Furniture, handrails, architecture |
| EN 10217-7 | Welded stainless tube for pressure | EU pressure equipment (PED) |
| GB/T 14976 | Fluid transport seamless pipe (China) | China-standard projects |
| JIS G3459 / G3468 | Stainless pipe for piping / large-diameter welded | Japanese spec projects |
Common finishes: 2B (cold-rolled annealed), BA (bright annealed), HL (hairline), MP (mirror), and pickled (seamless). For pressure service, require hydrostatic testing per A999, PMI verification of every heat, and EN 10204 3.1 certificates. Sanitary orders should specify ID roughness (Ra 0.4-0.8 µm), weld seam treatment (ground or polished), and 100% pressure testing.
Stainless pipe classifies under HS Chapter 73:
Lead time: stock sizes 1-2 weeks, mill production 3-5 weeks (seamless) or 2-4 weeks (welded), sanitary/special grades 4-8 weeks + sea freight 3-5 weeks. Ningbo, Shanghai, and Shenzhen are the main export ports.
Stainless pipe faces some of the highest trade barriers of any Chinese export. Plan the destination market before quoting:
| Market | Policy | Impact |
|---|---|---|
| European Union | AD on seamless pipe 48.3-71.9% (Regs 2024/1475, 2025/1573); cold-rolled AD 24.6% | Effectively closed for commodity seamless |
| United States | Section 232 steel 50%; 301 lists; fentanyl 20%; reciprocal 10% | Combined 50-100%+ for most pipe |
| Eurasian Union | AD on welded stainless pipe 14.62-17.28% (sunset review extended to Nov 2026) | 14.6-17.3% duty on welded pipe |
| Turkey | AD on welded stainless pipe 13.82-20.50% (2025 sunset final) | 13.8-20.5% duty |
| ASEAN / Middle East / Africa | Mostly MFN rates; growing infrastructure demand | Main growth markets in 2026 |
China's 2026 steel export license system (from 2026-01-01) also covers stainless pipe HS codes — only licensed exporters can ship. PLS handles licensing, origin documentation, and destination duty planning as part of the sourcing service.
Stainless pipe is a high-value category with well-known fraud patterns. Four risks PLS actively manages:
Cheap 201 (manganese steel) is sometimes sold as 304 — it looks identical but corrodes rapidly. PLS requires PMI spectrometer verification of every heat at the mill and random re-check at loading; a 201/304 mix is the most common fraud in decorative and welded tube.
Welded pipe failures concentrate at the seam. PLS specifies 100% eddy-current or X-ray testing where required, verifies weld bead condition (no cracks, proper penetration), and confirms the seam treatment matches the spec (annealed, cold-worked, or polished).
Poor passivation leaves rust spots that appear after shipping. PLS specifies passivation and, for sanitary tube, verifies ID roughness with a profilometer; any pitting found at pre-shipment inspection is rejected before loading.
Budget traders issue generic MTCs that do not match the actual heat. PLS verifies heat numbers against mill records, requires EN 10204 3.1 certificates from the producing mill, and commissions third-party inspection (SGS/BV/TUV) for critical orders.
Beyond pipe sourcing, PLS adds the finishing and machining steps that turn tube into product:
Stock sizes of 304/316 welded pipe start at 1-3 tons per size; seamless pipe from 3-5 tons. Mill-direct production orders typically require 10-25 tons per specification. PLS can consolidate small lots from multiple suppliers into one container and add fittings to reach efficient shipping volumes.
304 (18% Cr, 8% Ni) covers most general, food-contact, and mild corrosive service. 316L adds 2-3% molybdenum for chloride resistance — seawater, chemicals, and coastal environments — at roughly 35-45% higher cost. If the environment contains chlorides or acids, choose 316L; when in doubt, ask for a corrosion engineer's review of your media.
Seamless is formed from a solid billet — no longitudinal weld — giving uniform strength for high-pressure service, at higher cost and with longer lead times. Welded pipe is formed from strip and welded, offering better dimensional consistency, smoother ID (important for sanitary), and lower cost. Both are accepted by ASTM A312; choose by pressure rating, media, and budget.
The EU applies 48.3-71.9% AD on seamless pipe (effectively closed); the Eurasian Union 14.62-17.28% on welded pipe; Turkey 13.82-20.50% on welded pipe; the US 50%+ Section 232 plus other duties. Open markets: ASEAN, Middle East, Africa, and Latin America — the growth regions for 2026 sourcing.
A270 sanitary tube is made for hygienic service: tighter dimensional control, smooth polished ID (Ra 0.4-0.8 µm), full weld penetration with ground/polished seams, and no crevices for bacteria. A312 industrial pipe allows rougher ID and unpolished welds. Food, dairy, beverage, and pharma lines must use A270 or DIN 11850 equivalents.
Require PMI (positive material identification) testing of every heat, demand EN 10204 3.1 mill certificates with heat numbers, and ask for the MTC to be confirmed by the producing mill. For critical orders, PLS commissions SGS/BV PMI spot checks at loading — 201/304 substitution is the most common fraud in stainless sourcing.
Yes. PLS consolidates pipe (from Wenzhou/Foshan/Huzhou) with flanges, elbows, tees, gaskets, and bolts into a single container. For sanitary lines, we can also machine, weld, and polish complete assemblies at our Dongguan factory — one PO covers the whole piping system.
Stock welded pipe: 1-2 weeks production + 3-5 weeks sea freight. Seamless from stock: 2-3 weeks. Mill production: 3-5 weeks (welded) or 4-8 weeks (seamless, sanitary, special grades). Total typical timeline: 5-12 weeks depending on grade, size, and quantity.
Send your grade (304/316L/321/2205), standard (A312/A270/EN 10217-7), size range, and destination — we'll quote FOB within 24 hours with PMI verification and full documentation.
